This explanation is too convenient, and too convenient to be suspicious — because during the same period, domestic leading auxiliary enterprises such as Transfar Zhilian and Zhejiang Huangma Technology quietly locked in costs through futures hedging and long-term procurement, while the real supply disruptions hit SMEs relying on imported niche intermediates.
Blaming environmental protection precisely obscures a neglected policy clue: the 'Measures for Environmental Management of New Chemical Substances' (Order No. 12 of the Ministry of Ecology and Environment, hereinafter 'Order 12'), implemented on January 1, 2021, has been operating like a slow-moving sieve over the past five years, quietly sifting out a batch of overseas chemical suppliers from the Chinese market. The price jump of the reducing agent is just a loud crack at one node of this sieve.
To explain this, one needs to first understand what Order 12 actually changed — not how much stricter environmental indicators became, but a set of technical bureaucratic rules about 'who can sell chemicals in China' that completely changed the game logic.
A Seemingly Technical Rule Change — Whose Cheese Does It Move?
The 2010 version of the 'Guidelines for Declaration and Registration of Environmental Management of New Chemical Substances' (Order No. 7 of the Ministry of Environmental Protection) was relatively lenient toward overseas enterprises: foreign chemical producers could entrust an agent in China to complete registration in the agent's name. The operational path at that time was clear — overseas suppliers hired a Chinese agency, submitted documents signed by the agent, and after approval, products were imported normally. The agent bore more administrative responsibility, while the legal liability for environmental and health risk registration of the chemicals was still underwritten by the overseas enterprise.
But Order 12 closed this path. The revised provisions clearly stipulate: Overseas enterprises are no longer allowed to be independent registration applicants. The agent system is also abolished. Under the new mechanism, for overseas chemicals to enter China, registration must be completed through their Chinese importers, users, or specially established domestic subsidiaries to fulfill registration obligations. In other words, the legal responsibility for registration is fully transferred to domestic entities.
This change may have limited impact on bulk chemicals — international giants like BASF, Clariant, and Croda have well-established legal entities and compliance teams in China; shifting registration obligations from overseas parent companies to Chinese subsidiaries is just a matter of changing a stamp. However, for the vast number of small-variety, specialty intermediates in the textile auxiliaries field, the situation is completely different.
The textile auxiliaries industry has a basic fact: about 80% of auxiliaries are based on surfactants, and the remaining 20% are functional auxiliaries (according to 2023 data from China Industry Research Report Network). This 20% may seem small in volume, but it is precisely the bottleneck for high-end functional finishing — water repellency, flame retardancy, antibacterial, and three-proof treatments. Many core intermediates for specialty functional auxiliaries come from small and medium chemical enterprises in Europe and Japan, with annual export volumes to China possibly ranging from a few hundred kilograms to a few tons. Under the old rules, such small-tonnage substances could quickly complete compliance procedures through simplified registration, with administrative costs within acceptable limits.
Order 12 changed an seemingly insignificant tonnage boundary: new chemical substances in the 1-10 ton/year range were upgraded from simplified registration to regular registration (according to the 'Guidelines for Environmental Management Registration of New Chemical Substances' issued by the Ministry of Ecology and Environment in November 2020). What does this mean? The data requirements for regular registration are far heavier than simplified registration — complete sets of physicochemical properties, toxicological data, and ecotoxicological data are required, and the review period extended from 20 working days for simplified registration to 45 working days (after the 2020 revision). For overseas small auxiliary intermediate suppliers with annual export volumes of only a few tons or even a few hundred kilograms, the funding and time required to complete a regular registration data package may exceed the total profit of that product in the Chinese market over several years or even a decade.
Thus arises a paradox: the original intention of Order 12 was to strengthen environmental risk control of new chemical substances, which is itself beyond reproach. But in practice, for those specialty intermediates with minimal market share and not necessarily higher environmental risk, the compliance cost imposed by the new rules accounts for an extremely high proportion of the product's life-cycle total profit — annual sales may be just a few hundred thousand RMB, while a complete regular registration data package can easily require millions of RMB in investment. Small overseas suppliers have neither the incentive nor the capability to do this.
Once the import path is cut, the supply sources in the market naturally shrink. The price of reducing agent jumping from 25,000 to 100,000 RMB appears on the surface as supply-demand imbalance, but the root is the tonnage classification adjustment in the new rules that drove a batch of small suppliers off the table.
Who Wins, Who Loses: Redistribution of Compliance Costs

The first to see this clearly were the domestic leading auxiliary enterprises. The compounding plants that survive are either those with upstream integration capabilities, those with stable orders from large customers, or those that are simply acquired by leading enterprises.
To summarize the actual effect of Order 12 in one sentence: it is not about banning imports, but about using compliance costs to create a threshold — a threshold just high enough to block small suppliers, but not large enterprises with compliance capabilities — and those local substitutes that can turn compliance costs into competitive barriers.
Global Regulatory Resonance: Three Tracks Accelerating Divergence
If we broaden our perspective, China's new chemical substance registration rules are not an isolated event. They are resonating with the EU REACH regulation and California's Proposition 65 in a 'regulatory resonance' — within the same time window, the three major markets are each tightening their chemical regulatory standards.
According to data released by Global Environmental Research (GEP Research) in 2026, the EU REACH regulation added 16 printing and dyeing chemicals to the authorization list in 2026, while California Proposition 65 upgraded requirements for formaldehyde and azo dyes in textiles, with the compliance threshold expected to affect about 15% of imported products from 2027 (2026-2030 printing and dyeing chemical industry survey data). Fortune Business Insights data shows that the Asia-Pacific region will account for 68.12% of the global textile chemical market by 2025, and China alone controls about 35% of global textile and apparel trade volume. A typical example is Eastman Chemical's collaboration with Huafon Chemical to produce cellulose acetate fibers locally in China — Eastman has technology and brand, Huafon has local compliance capabilities and channels, and both internalize supply chain compliance costs within the joint venture. This approach suits high-end auxiliary categories with large volumes and high technical barriers, meeting both China's new chemical substance registration requirements and the certification standards of export markets.
The second track is the local substitution route. In China's textile printing and dyeing auxiliary market, valued at approximately 45.498 billion RMB (2024 data, according to Zhongyanwang), an increasing number of high-end categories are undergoing domestic substitution. The most common misconception is treating ZDHC investment as pure cost — spending hundreds of thousands on certification and upgrades, expecting brand customers to pay a premium, only to find that brands do not proactively raise prices, leading to a sense of loss.
The real logic is reversed: ZDHC is not a bargaining chip for a premium from brands, but a ticket to stay on the brand's supplier list.

For a medium-sized dyehouse, a full phased ZDHC compliance effort typically totals between several hundred thousand and one million RMB.
But conversely, what is the cost of not making this investment? An overlooked correlation is emerging: after Order 12 narrowed the supply of imported intermediates, the number of compliant suppliers remaining on the market is already decreasing; ZDHC's MRSL screening further reduces the pool of available suppliers. If a dyehouse currently uses a functional auxiliary from a supplier that can neither complete China's new chemical substance registration nor appear on the ZDHC certification list, then the dyehouse faces a problem that is no longer 'higher cost' but 'this formula needs to be redeveloped.' Compared to the cost of formula redevelopment, production line downtime losses, and order delay penalties, enterprises that completed ZDHC compliance early and proactively replaced high-risk suppliers now hold the advantage — while others panic over supply disruptions, they continue normal scheduling.
The 'Technical Guide for Water Resource Recovery in Textile Dyeing and Finishing Industry' (T/CACE group standard) includes a principle of 'classification, grading, and quality-based separation.' Applied to the entire chemical supply chain, this principle is equally relevant: implement graded control at the source of chemical inputs, front-load compliance costs to the procurement end, rather than leaving risks to explode at the printing and dyeing wastewater discharge end or during brand customers' spot checks. If this equation is extended over a three- to five-year cycle, the one to two million RMB investment in upfront certification and compliance is not even on the same scale as the cost of a full container return, order freeze, or even legal action caused by a batch failing a brand's random inspection.
Finally, for the Dyehouse: The Transmission Path of This Shock Is Now Clear
Now we can string the entire chain together. The timeline is clear:

This time, the price increase stems from an institutional supply-side contraction — the ones exiting are not temporarily suspended suppliers, but small overseas enterprises that will not return due to the compliance cost threshold. Replaceable products may gradually emerge in the future, but from R&D formulation through the full registration process to stable supply, a conservative estimate is at least three years. During this three-year window, dyehouses that have locked in local compliant suppliers and completed ZDHC system building are on a completely different competitive starting line compared to those still passively following price increases.
