In the Chinese-language online textile news landscape, this could easily be categorized as a routine 'digital collaboration announcement'—after all, in the past three years, similar news labeled as 'sustainable traceability' or 'blockchain textiles' has been abundant. However, with the EU's Ecodesign for Sustainable Products Regulation (ESPR) clearly setting 2027 as the mandatory start date for textile DPPs, this collaboration exposes a reality that most Chinese enterprises have severely underestimated: The DPP is not asking 'do you have data?' but forcing you to answer a more fundamental question—who gets to decide on this data?
The Technical Standards Behind a QR Code Are Far More Dominant Than You Think

At this point, DPP appears to be a technology-neutral compliance checklist, like a 'product birth certificate.' But—note the seemingly innocuous clause: 'The data carrier and unique product identifier shall comply with ISO/IEC 15459.' This is not a suggestion; it is an order. And the standard system behind ISO/IEC 15459 happens to be led by the world's largest coding organization, GS1. GS1's coding systems—such as GTIN (Global Trade Item Number) and GLN (Global Location Number)—have been deeply embedded in retail, logistics, healthcare, and other fields for decades. When DPP mandates access to this coding network, it essentially dictates the 'official language' of data channels.
More critically, GS1's authorized implementing body in China is the China Article Numbering Center (ANCC). In the 2025 China Textile Industry Product Digital Passport (DPP) White Paper, ANCC clearly states that it will assign globally unique codes to DPP products to ensure 'precise data positioning and authorized access across systems and roles.' This means that both Chinese fabric export enterprises and European brands will converge on the same coding rules, hierarchical structures, and data field definitions.
This is analogous to the internet's transition from isolated local area networks to the unified TCP/IP protocol. On the surface, it is technical standardization; in reality, it is a concentration of data discourse power—whoever controls the standard-setting power defines 'what counts as valid data' and 'what constitutes complete supply chain information.'
The Hidden Cost: Tier-2 Supplier Data Gets Pulled into the Audit Network
The most impactful requirement of the DPP is not aimed at tier-1 suppliers (i.e., fabric mills, garment factories that directly deal with brands). Instead, it explicitly extends traceability to tier-2 and beyond suppliers—the white paper and lifecycle reports repeatedly warn that 'ignoring tier-2 suppliers' is the most common compliance mistake in the past.
Imagine the traditional information flow in the textile supply chain: A fast-fashion brand purchases T-shirts from a garment factory in Guangzhou. The garment factory buys fabric from a stall in Keqiao. The fabric from that stall may come from a weaving mill in Shengze. The yarn comes from a spinning mill in Shandong. The cotton may be from Xinjiang or a blend of Indian cotton—but no one knows for sure. The only data the brand typically has is the fabric test report provided by the garment factory and the chemical list from the final dyeing and finishing process. Further upstream is a 'gray zone.'
This information opacity is precisely one of the profit sources that Chinese fabric suppliers have long relied on. For example, an ordinary polyester-cotton blended fabric can be quoted at Keqiao market anywhere from 8 to 12 RMB per meter, depending on the buyer, order quantity, and delivery urgency. The 2-3 RMB difference is not entirely a futures risk premium; it's partly because the buyer cannot accurately determine whether the polyester staple fiber in this batch is virgin or recycled, whether the cotton yarn is Xinjiang long-staple or ordinary fine-staple, and whether the dyes are brand-certified or standard disperse dyes. This information asymmetry gives middlemen and stall owners pricing flexibility.
Now, the DPP requires you to fill all this information into a standardized digital passport—fiber origin, spinning process, dye and chemical list, carbon footprint calculation value, even proof of labor conditions. Once this data is encoded as queryable records in the GS1 system, brands can retrieve it in real time via the DPP system, rather than sending an annual Excel questionnaire for you to fill out.
What does this mean? The profits hidden in information black boxes will face systematic evaporation. Brands can directly compare different suppliers based on DPP data: Your quote is 10 RMB/meter, but your neighbor quotes 9.5 RMB/meter, and both of you have filled in the same raw material carbon footprint data under the same calculation rules—so why are you 5% more expensive? The old moat of 'difficult horizontal comparison' is flattened by DPP.

Because the DPP system records actual batch data, not a document you can customize with different versions for different customers.
But that's not the most daunting part. Who is the responsible entity for DPP compliance? The operator placing the product on the EU market—usually the brand or importer. But the brand itself lacks upstream data; it must request it from you. Thus, a subtle power structure emerges: the brand, as the primary compliance responsible party, has the obligation to ensure DPP data is authentic, complete, and verifiable. Its power lies in selecting suppliers that can provide complete data and eliminating those that cannot or whose data is clearly 'unattractive.' The less complete your data, the more likely you are to be removed from the supplier list.
Another pillar of the order diversification strategy—using multiple regional markets to spread risk—is also under pressure. For example, according to COMTRADE 2024 data, China's knitted garment exports (HS 61) to the US were $21.3 billion, and woven garments (HS 62) were $13.3 billion. While still large, their share has been declining year by year as Vietnam and Bangladesh capture mid- and low-end orders. Besides the US, the EU is another major market. The mandatory push of DPP in the EU forces companies that serve both US and EU orders to build a complete data infrastructure for the EU market. You can't fill DPP for EU customers while still using the old model for US customers—once data infrastructure is established, its marginal cost will drive you to unify management across all orders. The end result is that your entire enterprise is dragged into this data transparency system.
Shipping Carbon Constraints, ETI 2030, CBAM… All External Pressures Push Enterprises in the Same Direction
The DPP does not exist in isolation. When placed in a broader context, you'll see a series of rules that have emerged in the past three years, as if pre-agreed, all pushing in the same direction: forcing the textile supply chain to disclose complete environmental and social compliance data.
First, shipping. Members of the Sea Cargo Charter (including major liner companies like Maersk and Hapag-Lloyd) commit to measuring and reporting the carbon intensity of their shipping activities and gradually moving toward the IMO 2050 decarbonization target. What does this mean for textile export companies? When your fabric is shipped from Shanghai to Hamburg, the shipping company needs to know the weight, volume, and temperature requirements of your cargo—data that, with the advancement of DPP, could very well be integrated with the product's supply chain carbon footprint data. All external pressures—shipping carbon constraints, social responsibility upgrades, potential CBAM extension tariffs—will ultimately converge through the 'data' hub into the DPP pipeline. DPP is the data key hidden behind all green regulations.
Why 'Wait and See' Is the Most Dangerous Strategy
Beneath the news of the Weavabel and Bombiix partnership, one piece of information was overlooked: Their integrated solution claims to cover the full chain from fiber suppliers to brands, and in small-scale brand tests, DPP data preparation time has been compressed to within 4 weeks. Meanwhile, a typical medium-sized Chinese fabric export company still needs 3-6 months just to collect complete environmental data from tier-2 suppliers, assuming those suppliers are willing to cooperate.
Compare: The EU's official implementation date is 2027. It seems there is still over a year, but note that DPP does not suddenly take effect in 2027—the ESPR delegated acts will finalize the specific data fields and formats for textile DPPs between late 2026 and 2027. In other words, if you do not start engaging in the standard-setting process now, and do not begin building data collection pipelines, by the time the legislation is finalized, you will face a sealed 'black box'—all data formats, field requirements, and verification rules will have been set by others, leaving you only to fill out forms.
This is reminiscent of a few years ago when REACH regulations first required SVHC substance declaration. Many Chinese suppliers chose to wait until brands demanded compliance, then scrambled to find testing labs, missing the window to participate in formulating alternatives and optimizing costs. Eventually, they passively accepted the testing labs designated by brands and higher compliance costs. The complexity and cost magnitude of DPP is at least ten times that of REACH.
Another hidden risk comes from the aggregated lessons of 'small brand DPP preparation failures.' According to a guide from PassportCraft, one of the most common mistakes small and medium brands make is 'starting with platform selection instead of data organization.' When a clothing brand requests data from a fabric supplier, if the supplier itself hasn't sorted its internal data, the entire supply chain gets stuck. And if the brand's data quality requirements are not met, it can lead to delayed deliveries or even lost orders—because the brand cannot fill your data into the DPP system, it cannot legally sell that garment in Europe.
The erroneous mindset of 'waiting for final requirements before acting' is precisely the continuation of the 'order-driven' thinking from the past three decades of textile foreign trade: if the customer doesn't ask for it, don't do it. But the logic of DPP is different: The customer (brand) cannot achieve compliance without standardized, machine-readable, verified data that you provide. The customer's need is not 'send me a PDF' but 'connect to my system so I can automatically pull your data fields.' This means you must first complete the standardization and digitization of your internal data before the brand can integrate with you.
The Battle for Data Standard-Setting Power: A Survival Fight for Chinese Enterprises
Returning to the opening line of this article: A small QR code is rewriting the rules of the global textile supply chain. The cooperation (Weavabel + Bombiix) is worth pondering not because the technology is cutting-edge, but because it reflects a harsh reality: In the DPP game, the party defining data standards is corralling the previously fragmented, chaotic, and concealable supply chain information into an auditable, comparable, and priceable transparent network. And most Chinese fabric enterprises are still hesitating about whether to face this transformation.
The 2025 white paper from the China National Textile and Apparel Council (CNTAC) contains this assessment: 'DPP builds a trusted data ecosystem covering the entire chain, achieving precise recording and efficient transmission of product lifecycle information by significantly increasing the depth and breadth of information disclosure.' The white paper also mentions that ANCC, based on the GS1 system, has already assigned globally unique codes to DPP products. These actions indicate that Chinese industry organizations are proactively integrating into the DPP standard system. However, at the enterprise level, the gap remains huge.

A fabric factory serving Europe, the Middle East, and South America simultaneously sources raw materials through batch-by-batch negotiations, with highly flexible pricing, quality, and delivery terms. DPP requires turning this flexible trading into a standardized data chain—each yarn source, each dye formula must be verifiable. This essentially demands that a company transforms an information network sustained by personal relationships, connections, and flexible adjustments into a transparent system managed by a unified data framework.
This is not about the 'digital upgrade' platitudes; it is about the transfer of power. In the past, bargaining power in the supply chain lay with middlemen who controlled sources and channels. After DPP, bargaining power will shift to nodes that master data standards and system integration capabilities. Whoever can submit the complete chain data—from fiber, spinning, weaving, dyeing, to garment—in the format and speed required by brands will gain priority in order allocation. That node could be a brand's self-built supply chain digital platform, a third-party solution provider like Weavabel, or—if Chinese enterprises think far enough—China's own industry-level DPP platform.
There is a commonly overlooked reference: the Battery Passport precedent. The EU Battery Regulation already requires light means of transport batteries to have digital passports by February 2025, and industrial batteries by 2026. In response, Chinese battery companies did not resist; instead, leading companies actively participated in EU battery passport pilot projects and even promoted the integration of China's battery data platform with the EU system. The textile industry is two years behind the battery industry, providing an opportunity to observe and learn—rather than scrambling in panic like the battery sector, it is better to recognize now: DPP is a competition for data standard-setting power. Whoever first establishes a complete data infrastructure will have the right to participate in the design of the next round of trade rules.
What Those Already Taking Action Are Doing
Some consulting companies previously involved in organic cotton certification and GRS certification have begun extending their business to DPP data organization. They don't help you build software, but they help you clarify every data node from fiber to fabric, identifying which data is missing, which needs actual measurement, and which can be replaced by default values (though default values often disadvantage your product).
Several large polyester filament and staple fiber producers have started attaching digital 'fiber passports' to products upon shipment, containing fiber carbon footprint, chemical usage list, and recycling ratio. These data are connected to downstream weaving mills' systems via GS1 codes.
In Shengze, some weaving mills have begun assigning unique batch codes to each roll of fabric in their ERP systems, recording the source yarn batch for each warp beam, enabling rapid traceability to upstream spinning mills and raw material batches when brands request verification.
These actions are not being started in 2027. They are grabbing a pre-emptive window: while most competitors remain in 'waiting mode,' companies that have completed digitization can accumulate a 'data service premium' during the early DPP system integration phase—brands are unwilling to bear the risk of data gaps and would rather pay a bit more for suppliers that already have a solid data foundation. By the time everyone catches up, this premium will disappear.

This enhanced capability directly alters the power balance between brands and suppliers. Brands can compare environmental performance and cost structures of different suppliers more quickly, and eliminate those with poor data performance or incomplete data more rapidly. The old dependency relationship—'I hold the information, so the brand can't do without me'—will fundamentally loosen. When data transparency extends even to the irrigation water source of the cotton field, the 'value-add' space of a fabric supplier—previously reliant on experience to select good fabrics and personal connections to secure good raw materials—will be compressed by automated price comparison and scoring systems.
The only way out is to move upstream. For example, instead of just selling plain polyester-cotton fabric, you develop functional fabrics that come with built-in DPP data packages: this fabric not only provides physical parameters but also includes a complete carbon footprint report, recycled content certification, zero-discharge chemical proof, and even links to third-party verified data via DPP. At that point, your bargaining chip is no longer information asymmetry but information richness itself—the more complete and reliable your data, the higher your price can be above the market average, because brands are willing to pay for 'data certainty.'
Looking further ahead, trends such as Frasers Group's continued acquisition of fashion brands, Burlington's aggressive expansion of discount retail stores, and emerging designers connecting with fabric suppliers via concept stores like Printemps all point to the same need: brands of various positions now require suppliers to provide standardized ESG data and product traceability information. If Frasers Group acquires a new brand, one of its first actions would likely be integrating that brand's supply chain data into the group's DPP system. Burlington focuses on low-priced clothing but must prove to increasingly discerning consumers that low prices do not come at the expense of environmental protection and labor rights—again requiring DPP. The designer brands supported by Printemps may have small volumes, but they are among the first willing to pay a premium for 'storytelling, traceable fabrics.' If Chinese fabric suppliers can position themselves early for these high-value-added orders, DPP will not be a cost burden but a market entry ticket.
Action Steps: Don't Buy a Software—Build a Capability System
Concretely, what should a typical fabric export company with an annual export value of $20 million do now?
Step 1: Take stock of your data assets. Start with your top 10 core fabric types, list all nodes from fiber, spinning, weaving, dyeing and finishing to inspection, and mark the data types currently available at each node (origin, energy consumption, chemical list, carbon emission value). You will find that data beyond tier-1 is almost entirely blank. That's okay—this is the starting point for Step 2.
Step 2: Establish a data cooperation mechanism with suppliers. Using the DPP data requirement template, explain to your yarn mills and dyeing plants: This is not me making things difficult for you; it's that our common customers (brands) need this data by 2027 to sell their products. If you provide the data now, I can promise order stability or a certain data service premium in the future. Through this 'interest bundling,' gradually bring tier-2 suppliers into the data network.
Step 3: Choose coding systems and integration standards. Since GS1 has been specified as the recommended coding standard for DPP, you should now register for GLN and GTIN codes with the China Article Numbering Center, and urge your suppliers to do the same. At the same time, study the GS1 EPCIS standard (event-driven supply chain information exchange standard), which helps record 'events' (production, transport, warehouse entry, etc.) throughout the supply chain—a natural fit with the DPP data model.
Step 4: Build a data management platform. You don't necessarily have to develop it in-house. You can connect with existing textile industry platforms (such as the CNTAC DPP pilot) or choose a third-party service provider. But note: the platform is just a tool; the core is your internal data governance process—who is responsible for data entry, who validates it, and how often it is updated.
Step 5: Run a small-scale commercial closed loop. Start with one or two small clients doing business in Europe. Push your DPP-ready fabrics out, test brand reactions and system stability. Through this small loop, you will accumulate first-hand data on data costs, brand feedback, and pricing premiums, preparing you for full rollout.
Don't Forget the 'Human' Factor: Who Pays for the Data?
A question that is rarely discussed on paper: Who ultimately bears the cost of DPP compliance?
Nominally, DPP responsibility lies with the operator placing products on the EU market (brand/importer). But brands are obviously unwilling to absorb this new cost alone. In past REACH and ZDHC compliance processes, we saw that costs typically travel up the supply chain, ultimately being borne by the node with the least bargaining power—often the fabric mill and dyeing plant. DPP is a bit different, because its data collection involves many upstream suppliers, and brands cannot do it alone; they must rely on supplier cooperation. This gives suppliers a reverse bargaining opportunity: You ask me to provide this data—how will you cover my data production cost?
Some forward-thinking brands have already recognized this and have started offering subsidies or joint investments for supplier DPP data development. For example, a Nordic outdoor brand is providing DPP software access fees for its core fabric suppliers and has promised a 'data service fee' sharing mechanism for three years. If such a model becomes widespread, the cost distribution across the supply chain will be more reasonable. However, if brands choose to apply strong downward price pressure, forcing suppliers to bear the digitalization costs alone, then small and medium fabric enterprises with thin profit margins could be directly squeezed out of the European market.
This is why I repeatedly emphasize: 'Wait and see' is not just a delay; it is giving up your bargaining chips at the cost-sharing negotiation table. The earlier you join DPP data development, the more likely you can reach a cost-sharing agreement with brands. The later you leave it, the more you will have to passively accept the data platform and integration fee plans that brands have already decided—by then, you will have lost the right to negotiate.
Conclusion: Not a Choice of 'Whether to Do Digitalization'
Returning to the Weavabel and Bombiix partnership, this joining of forces is noteworthy not only because it points to an imminent explosive DPP technology service market, but also because it reveals a fundamental characteristic of global textile supply chain digitalization: The rules are already in place; the connectors and translators have started to appear. What is missing is often the middle-tier supply chain entity—namely, Chinese fabric enterprises.
Calling DPP a survival battle is not alarmist. It is not about improving internal efficiency within your company; it is about whether you still qualify to sit at the table with European brands. When your product information flow is integrated into a data pipeline controlled by standard setters, your profit margins, customer mix, and risk hedging strategies will all have to be reprogrammed according to patterns that this pipeline can recognize and accommodate.
It's like a gambling game. The dealer has already defined the card dealing rules and the face values of the cards. What you can still do now is decide whether to move to the other side of the table—from a passive form-filling supplier to a partner that provides high-value data services to brands. When the EU fires the DPP starting gun in 2027, those still waiting for final requirements before acting should not be at the starting line.
