They weren't asking for a sustainability report anymore. They wanted a labeled number—8.11 kgCO₂e per garment, like the one on Anta’s nylon joggers that made headlines in June 2026—attached to every shipment.
If you export woven apparel or knits to the EU, the UK, or high-end Japanese retailers, this is coming at you. Fast.
The shift from voluntary to mandatory happened behind the scenes
Here's the thing most fabric suppliers don't realize yet: digital carbon footprint certification is no longer a PR exercise. It's moving into the compliance column, right next to OEKO-TEX and REACH.

China's national implementation rules—CNCA-CFP-00:2025 (General Rules) and the dedicated textile product rules—were published this year. The first batch of certificates was issued to just 6 companies nationwide. Anta Group got the first and only textile-industry certificate. One certification for a single men's nylon woven jogger showed a product carbon footprint of 8.11 kgCO₂e.
That number? It covers raw material extraction (60%+ of total emissions, per industry data), yarn spinning, fabric weaving, dyeing and finishing, garment assembly, and distribution. Every step has to be accounted for with primary data—not industry averages, not estimates, but actual factory energy bills and production logs.
How the certification actually works—the part most people get wrong
Buyers often assume carbon footprinting is just another paperwork exercise. It's not. The certification rules are specific and quantified, and they hit different points in your supply chain depending on what you sell.
The scheme uses PCR (Product Category Rules) to define exactly which unit processes are mandatory. The priority order is: international standard > national standard > industry standard > group standard > enterprise standard.
For textile products, the key reference is FZ/T 08006—2024. Several group standards also apply—T/SQIA 025-2023 to T/SQIA 044-2024—covering dresses, bedding, towels, t-shirts, shirts, bras, chemical fiber fabrics, and cotton fabrics.
Here's the specific audit day requirement per the published rules:

What this means operationally: for one garment, you're looking at 4 auditor-days minimum. Multiply across 10 SKUs and you've got a 40-day auditing commitment, plus preparation time.
The most painful part: primary data collection across the chain
This is where the real work lives. The rules require primary (site-specific) data for core unit processes.
- For yarn products: you must collect actual data from fiber production and the yarn mill's own operations (including outsourced dyeing and finishing).
- For fabric products: you need primary data from yarn spinning, fiber production, and the fabric mill's processes.
- For finished garments: you need primary data from fabric production and the garment factory's processes.
Transport distances and modes must also use primary data, not industry averages.
The Anta case study is instructive here. Their certification covered 30+ tier-1 and tier-2 suppliers across dozens of raw material types. Raw material procurement alone was the hardest data-collection phase. The certification is valid for two years, after which it must be renewed.
And the challenge scales inversely with company size. If you're a large group like Anta, you have the purchasing power to demand data from every supplier. If you're a mid-sized export factory in the Yangtze River Delta, you're sending Excel sheets to 15 suppliers and hoping they answer.
Why most mid-sized exporters are stuck—and what to do about it
The core tension in carbon footprint certification is structural: the data collection burden falls heaviest on companies with the least leverage over their suppliers.

- The fiber producer (cotton ginning data + polyester chip production data)
- The yarn spinner
- The dye house (outsourced in many cases)
- The water treatment plant (process water and effluent data)
- The power grid (electricity emission factors are location-specific)
Each one of these data points has to be verified. If a supplier doesn't have energy meters on individual production lines, you can't attribute emissions accurately. This is the hidden investment: not the certification fee itself, but the measurement infrastructure across your supply chain.
Some group standards (e.g., those by SQIA) already anticipate this gap by allowing partial use of secondary data for non-core processes. But the industry standard FZ/T 08006-2024 is clear: core unit processes must use primary data. The transition period of parallel standards is a reality, not a loophole.
I've walked through enough factory audits to tell you this: start now. Not next year, not when a buyer demands it. The first factory in your supply chain to install submeters on dyeing machines and log monthly kWh per process will have a 18–24 month head start on everyone who hasn't.
The Anta and Sateri case: what supply chain collaboration looks like
Anta's certification wasn't just a single-company achievement. Their supply chain data showed that upstream raw material production accounts for over 60% of total garment emissions. To get the number down, they pushed suppliers to adopt low-carbon solutions: positive electrode material suppliers hit 64% zero-carbon electricity usage, negative electrode hit 62%. Year-over-year carbon intensity for those materials dropped 18% and 35% respectively.

Sateri's EcoCosy® white paper (2020) mapped a similar supply chain breakdown for rayon viscose garments: fiber production 15%, yarn manufacturing 28%, fabric manufacturing 12%, dyeing & finishing 36%, distribution 1.3%, garment assembly 7%, end of life 0.3%.
The data tells you exactly where to focus. If dyeing and finishing is 36% of total emissions, replacing an old steam boiler and switching to low-liquor ratio machinery will move the needle more than optimizing garment assembly.
What about the standard fragmentation problem?
A reasonable objection: there are multiple standards. FZ/T 08006-2024 (industry standard), T/SQIA group standards, PAS 2050, ISO 14067—which one do you follow?
The short answer: for products exported from China under the national carbon footprint labeling scheme, the current hierarchy is FZ/T 08006-2024 plus applicable group standards. For international schemes (EU CBAM, PEF), the framework is different. But the underlying data—the actual energy consumption per kg of yarn or fabric—is the same regardless of which methodology you apply. Good primary data transfers across frameworks.
The CNCA-CFP-00:2025 rules state explicitly: quantification must comply with GB/T 24067-2024 (the Chinese adoption of ISO 14067). So the national scheme is aligned with the international methodology. The real divergence is in which unit processes must be included as “core.” That will standardize over time.
Three questions I get asked most often about carbon footprint certification
How long does one certification take from start to finish?
Based on the rules and the Anta case—plan 4–6 months for a first certification for one product category. The bottleneck is supplier data collection, not the audit itself. The base audit is 4 auditor-days for a finished garment product, but preparation is 30–60 days of gathering primary data from upstream suppliers. After certification, it's valid for 2 years with surveillance audits.
Can I use secondary data (industry averages) for some parts?
Only for non-core unit processes. Core unit processes for textile products—fiber production, yarn spinning, fabric manufacturing, dyeing and finishing—all require primary (site-specific) data per the certification rules. The raw material transport distance and mode must also be primary. Secondary data is allowed for upstream raw material extraction (e.g., fertilizer emissions in cotton farming) but not for the manufacturing stages under your control.
Does a carbon footprint certificate replace OEKO-TEX or REACH compliance?
No. They are entirely separate compliance domains. OEKO-TEX Standard 100 covers chemical safety (restricted substances, pH, formaldehyde). REACH regulates chemicals in the EU market. Carbon footprint certification covers greenhouse gas emissions across the product life cycle. A garment can be fully REACH compliant, OEKO-TEX Class I certified, and still have a high carbon footprint. The three do not overlap. Most buyers now expect all three.
