Walk into any trade show today and you'll hear the same line: "We're going circular." Brands promise 50% recycled content by 2030. Mills parade GRS certificates. The Chinese recycled fibre capacity hit 12 million tonnes in 2025 (China Chemical Fibre Association via People's University). It all sounds like progress.
But look closer. Over 90% of that "recycled" polyester still comes from PET bottles, not discarded garments. Fabric-to-fabric recycling is a rounding error. A 2024 EU report found that only 0.3% of textile waste goes back into textiles globally. The rest gets downcycled, incinerated, or landfilled.
So the real question isn't whether brands want circularity. It's whether they're willing to change how they work with mills — from buying a certified yarn off the shelf to co-investing in data tracking, waste collection, and closed-loop production lines.

The Bottleneck Is Not Technology — It's Collaboration
Let's start with the hardest truth: textile-to-textile recycling already works technically. Companies like Re:newcell (Sweden), Circ (US), and Recover (Spain) have industrial-scale chemical and mechanical recycling.
So why isn't it scaling? Because the supply chain isn't set up to feed them.
Brands design products with complex blends, finishes, and hardware. Mills don't have a way to separate waste by composition at factory level. Waste collectors mix everything together. By the time it reaches a recycler, sorting costs eat 30-40% of the final fibre value.
The patch of responsibility lies between brand product teams and mill procurement departments. Neither side owns the "waste loop." Neither has the data or the incentive to solve it alone.
This is where the partnership model needs to change — from transactional to systemic.
What Surface-Level 'Circular' Looks Like Today
Most brand-mill circularity today operates at level one: buying GRS-certified recycled yarn.
The mill sources rPET chips (from bottles), spins yarn, and sells to the brand. The brand claims "100% recycled polyester." The consumer feels good. But the garment that wears out still goes to landfill, and the bottle-to-fibre cycle is still downcycling — because that rPET can't be recycled again easily.
The numbers from China show the gap clearly: in 2025, total recycled chemical fibre capacity reached 12 million tonnes, but only 1.225 million tonnes went into apparel (87k recycled polyester staple + 355k recycled polyester filament). The rest went into industrial uses, home textiles, or nonwovens — all short-loop applications that don't require high-quality sorting.
Meanwhile, brand targets are aggressive. H&M Group aims for 50% recycled fibres by 2030, up from 29.5% in 2024. Fast Retailing (Uniqlo) targets the same 50% by 2030, from 18.2% in 2024. Adidas said it would replace virgin polyester with recycled wherever possible by 2024 — but most of that is still bottle-based.
The problem is that bottle-derived rPET can only stretch so far. There aren't enough bottles to replace all virgin polyester in apparel. The real solution is garment-to-garment recycling, but that requires brands and mills to close the loop together.
Three Models That Move Beyond Bottles
Based on industry cases and expert interviews, three partnership models are emerging that go deeper than buying rPET yarn.
1. Waste-Loop Partnerships: Mills as Collection Hubs
The most direct model is for mills to collect their own post-production cutting waste, sort it by composition, and sell it back to recyclers or even process it in-house. This doesn't require consumer participation — just factory discipline.
Example: Gucci-Up, launched by Gucci in 2018, has been collecting leather and textile leftovers from its own supply chain. By 2022, it had recovered 967 tonnes of leather cutting waste and 1,204 tonnes of fabric waste since inception. It also donated 65,000 metres of fabric to social cooperatives.
For mills, this requires investment in sorting bins, training, and inventory tracking. The payoff? Higher-value waste streams. A 2024 guide from the Global Fashion Agenda found that properly segregated textile waste can sell for 3-5x the price of mixed waste.
2. Data-Sharing Partnerships: Traceability as a Service
Brands can no longer buy "recycled" without knowing where the feedstock came from. The EU's Eco-design for Sustainable Products Regulation (ESPR), rolling out 2026-2030, will require digital product passports that disclose recycled content sources.
This is where mills can become data partners, not just fabric suppliers.
Take the LVMH initiative Nona Source: an online platform that resells deadstock fabrics from LVMH's own supply chain. Buyers get full traceability data — origin, composition, colour. It's a B2B marketplace, but it only works because LVMH and its mills share inventory data in real time.
For smaller mills, the cost of digital traceability (RFID tags, blockchain platforms) has dropped significantly in the last three years. Several Chinese mills are now adopting EPC/RFID systems for export orders to Europe. The investment is $0.02-0.05 per garment — a rounding error compared to the risk of a rejected shipment due to non-compliance.

3. Green-Finance Partnerships: Sharing the Cost of Transition
Upgrading a mill to handle fabric-to-fabric recycling costs money — new machinery, separate storage, energy retrofits.
Brands that demand 100% recycled content without sharing the investment often get low-quality rPET that fails wash tests or contains unnoticed contaminants.

A better model: brand-backed green loans or pre-financing linked to performance targets. According to a 2024 WRI report on scope 3 decarbonization, several international brands have partnered with banks to create green loan funds for mills, using the brand's credit rating to lower interest rates.
For example, one denim mill in Bangladesh switched from coal-fired boilers to biomass through a brand-financed loan, cutting its carbon footprint by 35%. The brand got guaranteed supply of lower-carbon fabric at a fixed price for three years.
For recycled content specifically, mills need upfront capital to buy and install sorting lines, compactors, and closed-loop water systems. Green financing can bridge the 18-24 month payback period.
Why Most Attempts Still Fail

These are not reasons to give up. They're reasons to redesign the partnership so that both sides share the cost and the learning curve.
The Regulatory Push That Changes Everything
The EU is the main driver. Under the ESPR, by 2026 textile products sold in Europe must include a digital product passport showing recycled content, origin, and recyclability. By 2027-2030, ecodesign requirements will ban the destruction of unsold textiles and force brands to use a minimum percentage of recycled fibres in certain categories.
France already has the AGEC law requiring brands to disclose recycled content. California passed the Responsible Textile Recovery Act in 2024, creating an extended producer responsibility (EPR) system for textiles.
Japan's non-binding Textile Recycling Act encourages 25-30% recycled fibre use in apparel by 2030.
China's 2022 Implementation Opinions set a target of 30% textile waste recycling rate by 2030, with 3 million tonnes of recycled fibre production.
These regulations are already changing buyer behaviour. European sourcing teams now ask mills for GRS certificates, life cycle assessments, and waste management plans before placing orders. Mills that can't provide them are losing contracts.

But the real multiplier effect happens when mills and brands work together. Prada's Re-Nylon project, using ECONYL regenerated nylon, reduces CO2 by 6.51 tonnes per tonne of nylon — and Prada has now converted all its virgin nylon to this recycled version.
